[He can do that! Or well, for a short time at least. Sadly, he hasn't found anything high enough to actually glide for more than a couple of seconds before hitting the ground.
Of course, he has no intention of hitting the ground, so he'll use part of one of these seconds to release his Electrode!
What? Electrode can't fly? Of course not, silly. Everyone knows they hover instead! And this one is a pro at hovering right under its trainer to catch him during his fall.
Now that's a well-oiled machine.

Instead, he releases Jumpluff and grabs her tail in mid-air, because personal safety and dislocated shoulders apparently aren't A Thing in the Pokémon world. How he even manages to fly with what can best described as a sentient cotton ball is a mystery.
Anyway. Landing sounds like a marvellous idea, and he'll do just that! He didn't land too far away, so now is the perfect time to figure out if he's one of the crazies or- ... well, there aren't really any other options, are there? But you can check how much of a nutcase he is, at least.]
